Introduction

The District Development Program (PPK) is a crucial initiative aimed at promoting community participation in development activities at the sub-district level. However, despite its potential, the program has faced significant challenges in increasing community participation. This study aims to examine the efforts, patterns of activities, and approaches applied by the Actors of the District Development Program (PPK) in increasing community participation. The main focus of this study is to find out and describe how the PPK program can contribute to community empowerment, as well as how to increase the institutional capacity of the community and village officials can be achieved through this activity.

Research Methodology

This study uses a descriptive qualitative approach, but to complete the necessary data, the quantitative approach is also used. The research location is in Sifalaete Tabaloho Village, Gunungsitoli District, Nias Regency. Qualitative data are obtained through interviews, observation, and documentation studies, while quantitative data are collected through the distribution of questionnaires. The use of both qualitative and quantitative approaches allows for a comprehensive understanding of the research problem, providing a rich and nuanced description of the research findings.

Research Findings

The results of this study showed that the District Development Program (PPK) had not been successful in increasing community participation in development activities. From the stages of planning, implementation, supervision to evaluation, community participation in this program is still very minimal. Especially, participation in the form of ideas, ideas, and decision making is not running optimally. This failure, according to the analysis, is mostly due to lack of effective socialization and lack of facilitation from program implementers. The patterns and approaches applied do not provide sufficient space for the community to determine the program agenda, so that existing participation tends to be physical, such as mutual cooperation, which is a tradition of the village community.
