This study used a quantitative approach, where data was collected through a questionnaire. The population consisted of 74 respondents, of which 54 were chosen using the saturated sampling method. Research respondents included Commitment Making Officials (PPK) Regional Apparatus Organizations (OPD) and Treasurer Expenditures in Medan City. Data collection was carried out through a questionnaire, which was then analyzed using multiple linear regression methods, F tests, and t tests.

Research Results

Based on the results of the analysis, it can be concluded that the variables of applying government accounting standards, human resource competencies, the use of information technology, and internal control systems have a significant effect on the quality of local government financial statements simultaneously. This shows that the combination of these four factors played a crucial role in improving the quality of financial statements.

However, when it was analyzed partially, only the competence of human resources and the use of information technology showed a significant effect on the quality of financial statements. Meanwhile, the application of government accounting standards and internal control systems has no significant influence on the quality of the financial statements of the Medan City Government.

Deeper Analysis

From the results of the study, it can be seen that the competence of human resources is a very influential factor in producing quality financial statements. This emphasizes the importance of training and development of human resources in government agencies. Competent human resources can manage and present financial information accurately and on time, which in turn increases public confidence in government financial statements.

On the other hand, the use of information technology also plays an important role. By utilizing technology, the process of collecting, processing, and reporting financial data can be done more efficiently and effectively. It can also minimize human errors and increase the accuracy of financial statements. Therefore, investment in information technology in the public sector needs to be continued.

However, the findings regarding the application of government accounting standards and internal control systems that do not show significant effects may indicate the need for further evaluation of the implementation and effectiveness of the two aspects. There can be problems in the application of accounting standards or lack of effective supervision to the internal control system, so that it does not make a maximum contribution to the quality of financial statements.

Conclusion

This study confirms that to improve the quality of local government financial statements, it is necessary to focus on developing human resource competencies and the use of information technology. Meanwhile, the evaluation of the application of government accounting standards and internal control systems must be carried out so that both of these factors can contribute optimally in improving the quality of financial statements.

With the right attention to this area, it is hoped that the financial statements of local government in Medan not only meet the aspects of accountability, but can also increase public transparency and trust in public finance management.
