The Effect of Education Level and Incentives on Employee Performance in the Legal Bureau of the North Sumatra Province Regional Secretariat

Introduction

The Legal Bureau is a government agency responsible for developing policy concepts in the field of law, providing guidance, facilitation, monitoring, evaluation, coordination, and control of the application of legislation, legal products, and legal assistance. To carry out this task, maximum performance is needed from its employees. One of the factors that can improve employee performance is the level of education and the amount of incentives received. This study aims to determine and analyze the effect of education and incentive levels on employee performance in the Legal Bureau of the North Sumatra Province Regional Secretariat.

The Legal Bureau plays a crucial role in the development of law in North Sumatra Province. The agency's performance is directly related to the quality of its employees. Employee performance is influenced by various factors, including education level and incentives. Methodology

This study used a quantitative approach, collecting primary data through a questionnaire distributed to 35 employees of the North Sumatra Province Regional Secretariat Bureau. The study employed associative methods and hypothesis testing with multiple linear regression analysis.

Results

The results showed that simultaneously, the level of education and incentives affected the performance of employees in the Legal Bureau of the North Sumatra Province Regional Secretariat. However, the partial test revealed that only the level of education has a positive and significant effect on employee performance in the Legal Bureau of the North Sumatra Province Regional Secretariat. Meanwhile, incentives have a positive but not significant effect on employee performance in the Legal Bureau of the North Sumatra Province Regional Secretariat.

Discussion

The results of this study indicate that the level of education has an important role in improving employee performance in the Legal Bureau. Employees with a higher level of education tend to have better knowledge and skills in understanding and applying legislation, as well as in solving complex legal issues. Although incentives have a positive effect, the effect is not significant. This shows that other factors may be more dominant in influencing employee performance, such as intrinsic motivation, conducive work environment, or self-development opportunities.

Based on the results of the study, several recommendations can be given to improve employee performance in the Legal Bureau of the North Sumatra Province Regional Secretariat:

Improving the Level of Education

Legal Bureau Leaders can encourage employees to increase their educational qualifications, both through further study programs and training that are relevant to their duties and functions. This can be achieved by:

Providing opportunities for employees to pursue higher education or specialized training

Increasing Intrinsic Motivation

In addition to incentives, it is necessary to create a conducive work environment and motivate employees to provide the best performance. This can be achieved by:

Providing opportunities for employees to participate in decision-making processes
Encouraging employees to take ownership of their work and provide autonomy in their tasks

Evaluation and Development of Incentive Systems

It is necessary to evaluate the existing incentive system and adjustments to be more effective in motivating employee performance. This can be achieved by:

Analyzing the effectiveness of existing incentives and making adjustments as needed
Developing new incentives that are more relevant and appealing to employees

The improvement of employee performance in the Legal Bureau is very important to ensure the implementation of the duties and functions of the Legal Bureau optimally, so as to make a significant contribution to the development of law in North Sumatra Province.
