Introduction

One of the concrete manifestations of this approach is the existence of Development Planning Deliberation (Musrenbang), which serves as a platform for the community to be directly involved in the planning process. Musrenbang reflects the recognition of the rights of the community to participate in the implementation of development, as well as realizing a bottom-up-based planning approach that requires direct involvement of the community as an interested party in the formulation of development programs in the regions.

Methodology

This study aims to determine and explain how participatory development planning is carried out at the Simalungun Regency Regional Development Planning Agency (Bappeda). The method used is a descriptive research method with a qualitative approach. Data collection techniques are carried out through literature studies, interviews, and observations. The data obtained were then analyzed qualitatively using Wijaya theory, which said there were six factors that influenced the success or failure of a development plan, namely: the interests of the community, participation, dynamics, synergy, legality, and flexibility.

However, the participatory development planning process in Bappeda Simalungun Regency has not been running optimally. This is related to several factors such as the interests of the community which are sometimes unprepared, lack of active participation from the community, lack of dynamics in the planning process, synergy between stakeholders that are less intertwined, the problem of legality in implementing plans, as well as lack of flexibility in dealing with changes in the situation.

Community involvement in the development planning process is very important because it can increase the sense of ownership and responsibility of the community towards the results of development. For this reason, there needs to be further efforts from the Simalungun Regency Bappeda to optimize the implementation of the Musrenbang and provide wider space for the community to contribute. One step that can be taken is to strengthen the socialization related to the importance of community participation in development, as well as ensuring that community input is truly considered and accommodated in the development plan.
